In San Francisco, 3,505 people were killed or injured in reported crashes and 7.1% of households have three or more vehicles in 2023 (OTS and Census). San Francisco drivers are priced on their record, mileage, vehicle and coverage choices, and different carriers price the same driver very differently — which is why we compare, and why the free two-minute quote is the only number that is actually yours.

ATV riding from San Francisco: the nearest state riding parks, the sticker rules and the tow
None of the nine state vehicular recreation areas run by State Parks’ OHMVR Division is in San Francisco. The closest are Carnegie, in the hills where Alameda and San Joaquin counties meet, and Hollister Hills in the Gabilan Mountains, so for a San Francisco rider every ride day begins with loading a trailer.
Where San Francisco riders actually ride
The parks post their own rules and close trails for rain and repairs; check the park’s conditions page the morning you go.
- Carnegie SVRA, 18600 West Corral Hollow Road, Tracy: more than 1,300 acres of riding area with over 80 miles of motorcycle and ATV trails, plus a 2-acre 4x4 area. Every machine needs a properly affixed, clearly visible DMV registration sticker and an approved spark arrestor; staff check at the entrance and turn away riders missing either. The hills close for at least 12 hours after heavy rain, such as more than 0.30 inch in 12 hours.
- Hollister Hills SVRA, main entrance 7800 Cienega Road, about 5 miles south of Hollister: State Parks’ first SVRA, with over 6,800 acres and nearly 200 miles of trails, about an hour’s drive south of San Jose. Quads ride the Lower Ranch motorcycle and ATV area; the Upper and Hudner ranches are for four-wheeled vehicles other than ATVs. Day use runs sunrise to sunset all year, and the Adobe and Renz areas close in wet weather.
- Prairie City SVRA, 20 miles east of downtown Sacramento and three miles south of U.S. 50, is a third choice. All three parks have an approved range for the free ATV safety training State Parks offers with the Specialty Vehicle Institute of America.
Green sticker, red sticker
Vehicle Code 38020 makes riding, or even leaving standing, an off-highway machine that has neither street registration nor DMV off-highway identification an infraction. The statute still refers to red-sticker riding seasons, but the OHMVR Division’s bulletin 24-3 told law enforcement that from January 1, 2025, red and green stickers are equally valid year-round in every public area designated for OHV recreation, provided the registration matches the VIN. A sticker is registration, not coverage: it pays nothing if someone is hurt on the trail.
Towing out of the city
Carnegie’s address is in Tracy and Hollister Hills lies beyond San Jose, so each trip is a long tow, and Vehicle Code 22406 caps any passenger vehicle pulling a trailer at 55 mph on every highway along the way, whatever the posted limit. Before the first trip, get in writing how your auto policy treats the trailer while it is hitched and whether the ATV policy covers the machine in transit; both depend on the company’s own forms.

- California Vehicle Code section 22406 — 55 mph limit for a passenger vehicle drawing another vehicle

ATVs, UTVs, dirt bikes and dune buggies are insured differently from your car. An off-highway vehicle that is not street-registered may not be ridden or left standing without OHV identification — the green or red sticker — except where the Vehicle Code provides otherwise (Vehicle Code section 38020). That sticker is separate from insurance, and whether you need a policy can depend on where you ride, your lender or the landowner.
San Francisco & San Francisco County
51.5% of workers here are on the road half an hour or more each way, and more time on the road is more exposure, whatever your record looks like. 28.6% of San Francisco workers drive to work alone, which is why almost every household here needs its own policy rather than a shared one. 6% of San Francisco workers carpool, and who else drives your car is a question worth answering honestly on the application rather than after a claim. 406 motorcyclists were killed or injured in San Francisco in the ranked year, which is the case for carrying more than the minimum on two wheels. 397 cyclists were killed or injured on San Francisco streets that year, and a cyclist injury is a liability claim long before it is anything else. 528 fatal or injury collisions in San Francisco happened between 9pm and 3am, the hours when a single bad decision can become a claim and a conviction at once.
