Quick answer
In Santa Rosa, 24.3% of households have three or more vehicles and 34.3% of commutes are under 15 minutes (Census). Santa Rosa drivers are priced on their record, mileage, vehicle and coverage choices, and different carriers price the same driver very differently — which is why we compare, and why the free two-minute quote is the only number that is actually yours.

Classic car insurance in Santa Rosa: fire seasons, laid-up cars and collector status
Santa Rosa’s own fire and police departments sat in the unified command of the 2020 Glass Fire, which CAL FIRE records as destroying 1,528 structures across Napa and Sonoma counties. For a collector car that spends most of its life parked, a fire in the garage deserves as much planning as a crash on the road.
Two Sonoma County fires in the state record
CAL FIRE puts the 2017 Tubbs Fire, which started near Calistoga, at 36,807 acres in Napa and Sonoma counties, with 5,636 structures destroyed, 317 damaged and 22 civilian deaths. The Glass Fire, which began on September 27, 2020, burned 67,484 acres and damaged another 282 structures; its unified command included the Santa Rosa Fire Department and the Santa Rosa Police Department.
Fire damage to a parked car is a comprehensive (other-than-collision) claim; liability pays nothing toward your own car. Whether a classic policy follows the car to an evacuation site, a friend’s garage or a storage unit, and how it settles a fire loss, is written into each company’s form — worth asking about before fire season rather than during an evacuation.
Laying the car up without a registration problem
The DMV suspends a registration when no proof of insurance is on file, and a suspended car may not be driven or parked on a public road. Before cancelling coverage on a car that is not being driven and is not parked on a California roadway, file an Affidavit of Non-Use; when renewal comes due and the car is still idle, pay the renewal or move it to planned non-operation.
The DMV also says comprehensive or collision coverage does not meet the financial-responsibility requirement. Keeping only fire-and-theft protection on a stored car is therefore a decision about the car, not about the registration — the affidavit is what lets the liability coverage lapse, and liability has to be back in place before the car returns to the street.
Collector status, plates and the smog change
BAR treats a car as a collector car only if it is insured as one and is at least 35 model years old, at least 25 with Historical Vehicle plates, or a special-interest vehicle. Gasoline cars from 1975 and earlier need no Smog Check; later collector cars test with a state Referee. Owners of 1980-or-older cars may also run original model-year California plates under Vehicle Code 5004.1.
Senate Bill 1392, signed in September 2026, removes the smog certificate altogether from January 1, 2028 for collector cars built before the 1981 model year once proof of collector insurance is on file with BAR; the cutoff rises one model year each January through 2033.
Where this comes from
- CAL FIRE — Glass Fire (2020) — acreage, structures destroyed and damaged, unified command including Santa Rosa Fire and Police
- CAL FIRE — Tubbs Fire (Central LNU Complex, 2017) — start location, acreage, counties, structures destroyed and damaged, civilian fatalities
- California DMV — Insurance Requirements — suspension without proof of insurance; comprehensive/collision not financial responsibility; Affidavit of Non-Use and PNO
- Bureau of Automotive Repair — Collector Cars — who counts as a collector car, the collector-insurance condition, the Referee inspection, the 1975-and-older exemption
- California Vehicle Code section 5004.1 — year-of-manufacture plates for 1980 and older vehicles
- Senate Bill 1392 (Chapter 245, Statutes of 2026), “Jay Leno’s Law” — chaptered text — smog exemption for qualifying collector cars from January 1, 2028 (pre-1981, rising to pre-1986 by 2033); 1,000-mile route from 2030; BAR regulations

A standard auto policy settles a total loss at actual cash value — depreciated book value — which can pay a small fraction of what a collector car is worth. Specialty classic policies for Santa Rosa collectors use agreed value instead, with pricing built around how collectors actually use their cars.
Santa Rosa & Sonoma County
6.5% of Santa Rosa commuters spend an hour or more getting to work each way, which is a different risk picture from a short local drive. 1.1% of Santa Rosa workers get to work on public transit, so plenty of people here drive occasionally rather than daily. The state's own crash rankings recorded 497 people killed or injured on Santa Rosa roads in a single year, which is the number your liability limits are really there for. 37 pedestrians were killed or injured here in the same year, and pedestrian claims are exactly where a thin liability limit runs out. In the year the state last ranked, 39 fatal or injury collisions in Santa Rosa were hit-and-runs, which is what uninsured-motorist coverage exists for. Speed was a factor in 74 fatal or injury collisions in Santa Rosa that year, and a speeding ticket goes on the same driving record your rate is built from.
