The short answer

No company has the cheapest car insurance in California for everyone — provably, because every insurer files its own rating plan with the state and the plans disagree about the same driver on purpose. The company running the cheapest ads is not the cheapest quote for most records, and the cheapest quote you find can be quietly thinner coverage rather than a better price. The honest method: fix your coverage levels first, quote the same thing across many companies including the specialist carriers that never advertise, and take the lowest number for the identical policy. That number exists; it just has your name on it, not a brand’s.

  1. A qualifying Good Driver must be offered a policy at least 20 percent below the rate they would otherwise pay (Insurance Code section 1861.02), and the statute orders rating factors: driving record first, then annual miles, then years licensed.
  2. Insurers report coverage to the California DMV electronically; a registered vehicle with no insurance on record has its registration suspended and may not be driven or parked on a public road. The DMV accepts a policy, a $75,000 deposit, a $75,000 surety bond, or a self-insurance certificate, and current minimum liability is 30/60/15.

Advertising scale proves marketing budget, not price: rates come from each company’s filed plan meeting your record, miles and years licensed, and the plans disagree with each other by design. That is still a very findable number — it is just found by quoting, not by trusting whoever says cheap the loudest.
