Quick answer
In Richmond, 16.9% of commutes are under 15 minutes and 62% of workers drive alone (Census). For qualifying Richmond drivers, liability-only coverage starts at $31 a month — an advertised starting point, not a quote: your own rate depends on your record, mileage, vehicle and coverage choices, and different carriers price the same driver very differently, which is why we compare.

The day a car in Richmond has to be legal
Same-day cover is usually about a trip that cannot wait. These are the local figures for Richmond, and what we have written here.
- Under 15 minutes to work
16.9% of Richmond’s 48,347 commuters.
- Drove to work alone
62% of Richmond workers (34,084 of 54,967).
- From our own book
In our own book, Auto World has written 48 drivers across Contra Costa County.
That count is every policy we have written across the county, including ones that later lapsed or cancelled — it is not a count of the drivers we insure today.
Richmond itself is below the level at which we publish a city-only figure, so this is the county.

Same-day coverage in Richmond: El Cerrito DMV, San Pablo Avenue and the 37th Street court
Richmond has no DMV field office or DMV kiosk inside the city. The nearest office is on Manila Avenue in El Cerrito, the nearest kiosk is a Safeway on San Pablo Avenue that stays open until 1 a.m., and a car towed by Richmond police comes back through the department’s own release process.
Finishing the paperwork without a Richmond DMV
The El Cerrito field office at 6400 Manila Avenue is open weekdays, from 9 a.m. on Wednesdays and 8 a.m. otherwise, and DMV’s page for it lists no self-service kiosk. For early or late business, DMV’s kiosk at the Safeway at 11450 San Pablo Avenue in El Cerrito runs 5 a.m. to 1 a.m. daily, and the Pak ’N Save kiosk on San Pablo Avenue in Emeryville runs 6 a.m. to midnight. Both take proof of insurance, reinstate a suspended registration and print renewal stickers.
DMV also lists authorized registration partners inside Richmond, several on San Pablo Avenue and one on Marina Bay Parkway. They handle certain registration services and may charge fees on top of DMV’s.
Bought from a private seller today
If today’s car came from a private party rather than a dealer, DMV gives the buyer 10 days to transfer ownership and the seller 5 days to report the sale. The transfer needs the title signed by the seller on line 1, an odometer record when the car is under 10 years old, and a smog certification. California requires proof of insurance from the first drive; the transfer deadline is a separate clock.
If the car was towed in Richmond
Richmond police say a release starts with the plate number or VIN. The owner needs a valid California driver’s license or must bring a licensed driver, and when the vehicle is currently registered a release can usually be issued, with towing and storage paid separately to the tow company. A car towed for unlicensed driving after an earlier tow for the same violation can be held for 30 days.
If DMV has suspended that registration over an insurance gap, clearing it at a kiosk or online is the step to take before going to the counter. Citations written in Richmond are heard at the George D. Carroll Courthouse, 100 37th Street, entered from Bissell Avenue, where the Richmond traffic trial calendar begins at 1:30 p.m.

Richmond & Contra Costa County
21 pedestrians were killed or injured here in the same year, and pedestrian claims are exactly where a thin liability limit runs out. In the year the state last ranked, 52 fatal or injury collisions in Richmond were hit-and-runs, which is what uninsured-motorist coverage exists for. Speed was a factor in 30 fatal or injury collisions in Richmond that year, and a speeding ticket goes on the same driving record your rate is built from. 34.6% of Richmond households run a single vehicle, so when that one car is off the road the whole household is, which is what rental and towing cover are actually for. 54.8% of workers here are on the road half an hour or more each way, and more time on the road is more exposure, whatever your record looks like. 12.3% of Richmond workers carpool, and who else drives your car is a question worth answering honestly on the application rather than after a claim.
