Cheap car insurance in Chico: the state low-cost policy's age and student rules

For a Chico driver on a small income, California's Low Cost Automobile Insurance program is the state-run route to liability coverage — but two of its rules decide whether a young driver, or a student living in Chico, can use it at all.

Students, young drivers and the low-cost program

Insurance Code section 11629.73 closes the program to a student who is claimed as a dependent on another person's federal or state tax return, unless the student lives at the same address where they are claimed. A student renting in Chico while a parent elsewhere claims them is therefore outside it. The same section requires household income at or below 250 percent of the federal poverty level and a driver at least 16 years old.

Section 11629.72 adds a surcharge, set by the Insurance Commissioner as a percentage of the base rate, when a driver in the household is unmarried and between 16 and 24, or has fewer than three years of driving history or continuous licensing. The statute sets an annual rate for each county, so Butte County carries its own program rate.

Chico tickets and insurance citations

Butte County Superior Court's North Butte County Courthouse is at 1775 Concord Avenue in Chico and has its own traffic clerk; juvenile traffic matters are heard on Fridays at the county courthouse in Oroville.

For an insurance citation, the court dismisses the charge, after the required fee, if you show you had valid insurance on the date of the ticket. Insurance bought after the ticket only reduces the bail; the court states the charge will not be dismissed. Coverage has to be in place before the car moves.

Chico's theft count

Chico police reported 456 motor vehicle thefts in 2021, 265 in 2022, 290 in 2023, 205 in 2024 and 179 in 2025, according to DOJ OpenJustice. The low-cost policy does not pay for damage to your own car, and its required notice says comprehensive and collision can be bought only outside the program.

If you're shopping for cheap auto insurance in Chico, prices vary widely between carriers. Auto World Insurance, a California-licensed brokerage, compares rates from several carriers in a single call — so Chico drivers stop overpaying.

Chico & Butte County

16.3% of workers here are on the road half an hour or more each way, and more time on the road is more exposure, whatever your record looks like. 69.8% of Chico workers drive to work alone, which is why almost every household here needs its own policy rather than a shared one. 12 motorcyclists were killed or injured in Chico in the ranked year, which is the case for carrying more than the minimum on two wheels. 15 cyclists were killed or injured on Chico streets that year, and a cyclist injury is a liability claim long before it is anything else. 19 fatal or injury collisions in Chico happened between 9pm and 3am, the hours when a single bad decision can become a claim and a conviction at once. 6.7% of Chico households do not have a vehicle at all, which is one reason non-owner and named-operator policies come up here.
