Quick answer
In Anaheim, 28.8% of households have three or more vehicles and 18.8% of commutes are under 15 minutes (Census). Anaheim drivers are priced on their record, mileage, vehicle and coverage choices, and different carriers price the same driver very differently — which is why we compare, and why the free two-minute quote is the only number that is actually yours.

Classic car insurance in Anaheim: sweeping days, permit streets and the new smog law
Anaheim sweeps every street weekly, weather permitting, and caps permits on its permit-parking streets by bedroom count, issuing none to trailers — so an Anaheim collector car that moves only on weekends realistically lives in a garage or on a driveway. How that car is insured now matters for smog as well: a 2026 state law ties a coming exemption to collector-car coverage.
Where a weekend car can sit in Anaheim
Public Works sweeps residential neighborhoods Monday through Thursday, on morning routes from 8 a.m. to noon or afternoon routes from noon to 4 p.m.; alleys and major streets are swept on Fridays, with tickets only where signs are posted. A car parked at the curb for a week sits through at least one sweep.
On a permit-parking street, the city issues permits only to the registered owner, and the registration has to carry the permit-eligible address. Each household is capped by bedrooms: one permit for up to two bedrooms, two for three or four, three for five or more. Recreational vehicles and trailers get none, which rules out the street for the trailer that hauls a show car. When a household has more cars than permits, the car that rarely moves is the natural one to keep off the street.
Collector applications ask where the car is kept, and whether a locked garage is a condition of coverage is each company’s own rule — so give the actual spot, not just the street address, when you quote.
Smog by model year, and what changes in 2028
The Bureau of Automotive Repair needs no Smog Check from gasoline cars of model year 1975 or older. A collector car from 1976 on still tests, but with a state Referee rather than a regular station, and the Referee checks that the car is insured as a collector car before running the abbreviated test.
Senate Bill 1392, signed on September 16, 2026, goes further. From January 1, 2028, a car at least 35 model years old, used mainly for shows, parades and exhibitions rather than as the owner’s main transportation, built before the 1981 model year and insured as a collector car with proof sent to BAR, needs no smog certificate at first registration, renewal or sale. The cutoff moves up one model year every January until it reaches pre-1986 cars in 2033, and from 2030 a car shown to cover fewer than 1,000 miles a year can qualify by mileage instead. BAR must still adopt the regulations that put it into effect.
Historical and year-of-manufacture plates
Vehicle Code 5004 offers permanent Historical Vehicle plates for a car built after 1922, at least 25 years old and of historic interest — collected, restored and maintained by a hobbyist and driven principally for exhibitions and club events. Section 5004.1 is the alternative for a 1980-or-older car: original California plates from its model year, if DMV finds them legible and serviceable.
Where this comes from
- City of Anaheim — Street Sweeping — weekly sweeping; Monday–Thursday neighborhood routes and hours; Friday alleys and major streets
- City of Anaheim — Residential Permit Parking — permits only for vehicles registered at the eligible address; bedroom-count caps; no permits for RVs or trailers
- Bureau of Automotive Repair — Collector Cars — who counts as a collector car, the collector-insurance condition, the Referee inspection, the 1975-and-older exemption
- Senate Bill 1392 (Chapter 245, Statutes of 2026), “Jay Leno’s Law” — chaptered text — smog exemption for qualifying collector cars from January 1, 2028 (pre-1981, rising to pre-1986 by 2033); 1,000-mile route from 2030; BAR regulations
- California Vehicle Code section 5004 — Historical Vehicle and Horseless Carriage plates; what “historic interest” means
- California Vehicle Code section 5004.1 — year-of-manufacture plates for 1980 and older vehicles

A standard auto policy settles a total loss at actual cash value — depreciated book value — which can pay a small fraction of what a collector car is worth. Specialty classic policies for Anaheim collectors use agreed value instead, with pricing built around how collectors actually use their cars.
Anaheim & Orange County
263 fatal or injury collisions in Anaheim happened between 9pm and 3am, the hours when a single bad decision can become a claim and a conviction at once. 5.7% of Anaheim households do not have a vehicle at all, which is one reason non-owner and named-operator policies come up here. The average one-way commute in Anaheim runs about 28 minutes, and mileage is one of the few rating factors you can actually change. 8.8% of Anaheim commuters spend an hour or more getting to work each way, which is a different risk picture from a short local drive. 1.9% of Anaheim workers get to work on public transit, so plenty of people here drive occasionally rather than daily. The state's own crash rankings recorded 2,135 people killed or injured on Anaheim roads in a single year, which is the number your liability limits are really there for.

California DOJ figures show 979 vehicle thefts reported in Anaheim in 2025, down from 1,800 in 2022. If a car is stolen, comprehensive is the part of a policy that responds; liability-only coverage pays nothing toward your own vehicle.
