Quick answer
In Irvine, 16.8% of households have three or more vehicles and 22.8% of commutes are under 15 minutes (Census). Irvine drivers are priced on their record, mileage, vehicle and coverage choices, and different carriers price the same driver very differently — which is why we compare, and why the free two-minute quote is the only number that is actually yours.

Classic car insurance in Irvine: security-code garages, historical plates and smog
Irvine writes burglary resistance into its building rules: the city’s Standard Residential Security Code Provisions set locking standards for overhead garage doors and require a light able to illuminate every garage door. For a collector car, the garage it sleeps in is one of the first things a classic policy asks about.
What Irvine’s Security Code asks of a garage
The current version of the city’s residential provisions, Form 41-29B, applies to permit applications made on or after January 1, 2026 and draws on the Irvine Municipal Code’s security sections. Wood overhead garage doors need panels at least 5/16 inch thick with the locking hardware fixed to the support framing; a cylinder lock needs at least five pin tumblers, with the bolt reaching an inch or more into its guide. The door from the garage into the home gets a single-cylinder deadbolt with at least a one-inch throw.
For shared multifamily garages, the form requires garages and carports with three walls and a ceiling to have garage doors and floor-to-ceiling walls between assigned spaces. Homes permitted earlier were built to the version in force at the time, so check what your own garage actually has.
Whether a classic policy requires a locked, enclosed garage, and whether a carport or shared structure qualifies, is set by each company. Fire is the other garage risk: CAL FIRE logged the October 2020 Silverado Fire as starting off the 241 in the Irvine area and burning 12,466 acres. Fire damage to a parked car falls under comprehensive coverage, not liability.
Historical Vehicle plates or model-year plates
Under Vehicle Code 5004, a car of historic interest built after 1922 and at least 25 years old can carry permanent special plates; the statute defines historic interest as a car a hobbyist collects, restores and maintains and drives principally for exhibition and club activities. Cars from 1922 or earlier, and pre-1965 cars with 16 or more cylinders, get the Horseless Carriage series. The plates do not lift the equipment sections listed in subdivision (e).
Section 5004.1 is lighter: the owner of a 1980 or older car may run legible, serviceable California plates bearing its model year, with DMV’s approval, and DMV may ask an old-car hobbyist organization whether the year matches.
Those plates also matter for smog. BAR treats a car 25 or more model years old with Historical Vehicle plates as a collector car, alongside the 35-model-year and special-interest routes, but only if it is insured as one.
Smog now, and the 2028 exemption
Today 1975-and-older gasoline cars skip Smog Check, and 1976-and-newer collector cars go to a state Referee for an abbreviated test. Senate Bill 1392 (Chapter 245, Statutes of 2026) adds a full exemption from January 1, 2028 for qualifying collector cars built before the 1981 model year whose collector insurance is on file with BAR, advancing a model year each January to pre-1986 cars in 2033.
Where this comes from
- City of Irvine — Standard Residential Security Code Provisions, Form 41-29B (Version 6.1) — garage-door locking standards (IMC 5-9-515), garage-to-home deadbolt, garage-door lighting, shared-garage walls and doors
- CAL FIRE — Silverado Fire (2020) — start location off the 241 in the Irvine area; 12,466 acres
- California Vehicle Code section 5004 — Historical Vehicle and Horseless Carriage plates; what “historic interest” means
- California Vehicle Code section 5004.1 — year-of-manufacture plates for 1980 and older vehicles
- Bureau of Automotive Repair — Collector Cars — who counts as a collector car, the collector-insurance condition, the Referee inspection, the 1975-and-older exemption
- Senate Bill 1392 (Chapter 245, Statutes of 2026), “Jay Leno’s Law” — chaptered text — smog exemption for qualifying collector cars from January 1, 2028 (pre-1981, rising to pre-1986 by 2033); 1,000-mile route from 2030; BAR regulations

A standard auto policy settles a total loss at actual cash value — depreciated book value — which can pay a small fraction of what a collector car is worth. Specialty classic policies for Irvine collectors use agreed value instead, with pricing built around how collectors actually use their cars.
Irvine & Orange County
The average one-way commute in Irvine runs about 24 minutes, and mileage is one of the few rating factors you can actually change. 6% of Irvine commuters spend an hour or more getting to work each way, which is a different risk picture from a short local drive. 0.9% of Irvine workers get to work on public transit, so plenty of people here drive occasionally rather than daily. The state's own crash rankings recorded 570 people killed or injured on Irvine roads in a single year, which is the number your liability limits are really there for. 37 pedestrians were killed or injured here in the same year, and pedestrian claims are exactly where a thin liability limit runs out. In the year the state last ranked, 16 fatal or injury collisions in Irvine were hit-and-runs, which is what uninsured-motorist coverage exists for.

Insurance in Irvine: What Local Drivers Should Know
Irvine police recorded 168 vehicle thefts in 2025, down from 290 in 2022. A stolen car is a comprehensive claim, not a liability one, so a liability-only policy would not pay for it.
